Salary: $71,801.60 – $107,806.40 annualized

Position Summary:
The level IV Engineer applies a broad knowledge of principles and practices and District Engineering Department standards, infrastructure facility operations, and skills in a specific practice area. The level IV Engineer uses independent evaluation and collaboration techniques to effectively function on multidisciplinary teams of engineers and other staff. Engineer IV works as the designer, oversees the design of elements, and manages multiple projects of moderate size or portions of major projects.
Essential Functions and Responsibilities:

- Provides dam and levee safety engineering functions including:
- Coordinate and/or participate in periodic dam and levee safety inspections by internal or external inspection teams
- Monitor performance data from dam instrumentation though the collection, interpretation, and evaluation
- Perform geotechnical engineering calculations & analyses to support general geotechnical related consulting
- Perform technical reviews and oversights of field drilling/testing
- Review studies and analyses performed by engineering consultants
- Develop and/or maintenance emergency action plans for surface impoundments
- Periodic travel (variable length and frequency) and field work at various project sites
- Interface with federal and/or state dam safety regulatory authorities
- Designs a complete project, system, component, or process
- Prepares/directs preparation of complete project documents as required
- Formulates and problem solves
- Functions as an Assistant Project Manager or Project Manager to assign tasks to and direct engineers, technicians, and administrative staff on project work
- Prepares scopes, budgets, and schedules for assignments
- Assists with development of proposals to procure professional services from a vendor
- Assists with development of business cases to obtain funding for future engineering projects as part of the Capital Improvement Program (CIP) process
- Designs and conducts experiments/studies, and analyzes and interprets data
- Effectively instructs Engineer I-III and interns on tasks related to project work
- Provides direction to Engineering staff in the absence of the Engineering Group Manager on a as needed basis
- Trains Engineers I-III, technicians, and interns in software applications such as MS Office, GIS, CAD, modeling software, and technical procedures
- Maintain familiarity with strategic District levels of service, continuous improvement monitoring and innovation efforts
- Perform other duties as required
Required Experience:
- Four plus (4+) years of experience in engineering working under a Professional Engineer
Desired Experience:
- Three plus (3+) years of related experience in Geotechnical/Civil Field
- Knowledge of dam safety principles
- Knowledge of dam safety monitoring instrumentation
- Experience with data management/analytics
- Advanced coursework and/or experience in embankments and dams, including dam safety related inspections
- Advanced coursework in foundations, soils, soil compaction and stabilization and/or geology
- Slope stability and seepage analysis
- Geotechnical software (Slope/W, Seep/W, HoleBASE, gINT)
- Project Management
- Construction Management
Required Education/Certification/License:
- Bachelor of Science (B.S) degree in an applicable engineering discipline from an ABET/EAC accredited program (preferred in Geotechnical Engineering or Civil with heavy geotechnical emphasis)
- Licensed as a Professional Engineer (P.E.) by the State of Texas, or ability to acquire said license within six months if already licensed in another state.
- Valid Texas driver’s license
Desired Education/Certification/License:
- Master of Engineering (M.Eng.) or Master of Science (M.S.) in Geotechnical Engineering
- Advanced credentials, including specialty certifications such as:
- Project Management Professional (PMP)
- Certified Construction Manager (CCM)
- Institute of Asset Management (IAM) certification
