Engineer/Hydrologist III

Salary:  $63,315.20 – $94,910.40 annualized

 

Location:  Fort Worth, TX

 

 

 

Position Summary:  

 

The level III Engineer/Hydrologist develops a broad knowledge of the District Engineering Department standards, practices, and infrastructure facility operations, as well as skills in a specific practice area. They use collaboration to evaluate small projects or portions of larger projects and will collect data, gather information or documents, perform routine technical work, and perform engineering or hydrologic computations or analyses. 

 

 

Essential Functions and Responsibilities: 

 

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to this position. 

 

The work performed will be under the direct supervision of or reviewed by a Licensed Professional Engineer (PE), and includes all essential functions of an Engineer II with the addition of the following: 

 

  • Perform H&H related tasks using standard software, including but not limited to: MS Excel, Power BI, HEC-HMS, HEC-RAS, HEC-MetVue, HEC-ResSim, HEC-DSS Vue, HEC-SSP, Riverware, ESRI ArcMap/ArcGIS Pro, etc. (Fluency in all listed platforms is not required but is a plus)     
  • Serve on the TRWD Flood Team with duties including but not limited to:
      • Reservoir and riverine flood monitoring
      • Execution and calibration of the District’s real-time flood forecasting software
      • Development and presentation of reservoir flood discharge operation alternatives based on District guidelines for approval by supervisor
      • Development of text and/or graphic communications to keep District personnel and the public informed of flood conditions
      • Communication with the public on questions or concerns regarding flood conditions over the phone
      • Communication with partner agencies and communities regarding flood conditions
      • Maintenance and updates of District’s Flood Manual 
  • Assist in operations planning and monitoring of the District’s Water Supply/Transmission System using a combination of in-house and off-the-shelf applications 
  • Perform various data related tasks, including but not limited to:
      • Data gathering, entry, and validation 
      • Data analysis using Excel, Power BI, HEC-DSS Vue, etc. 
      • Data gathering and sharing for internal and external customers
  • Prepare meeting agendas, review meeting minutes and action items from previous meeting, conduct meetings, and assign or confirm action items at the conclusion of the meeting 
  • Develop documentation and review documentation by others for processes used by District personnel 
  • Perform work involving conventional types of plans, investigations, surveys, structures, or equipment with relatively few complex features for which there are precedents
  • Apply a broad knowledge of precedents in the specific practice area and good knowledge of practices and procedures in related areas 
  • Perform research, investigations, and analysis and share information, results, or recommendations with supervisor or project manager 
  • Collaboratively uses judgment to determine adaptations in methods for non-routine aspects of assignments 
  • Work collaboratively with and review work of consultants on TRWD projects 
  • Adopt professional and ethical responsibilities
  • Assists with, leads and/or directs the work of lower-level engineers 
  • Assists in coordinating work of interns and/or administrative staff  
  • Train Engineer I-II/Hydrologist I-II, and interns in software applications and technical procedures 
  • Aid other departments in solving technical problems 
  • Participate in professional societies and make presentations as appropriate
  • Maintain familiarity with strategic District levels of service 
  • Continuous improvement monitoring and innovation efforts 
  • Perform other duties as required 

 

 

Required Experience:  

 

  • Two (2) years of engineering experience as an Engineer II 
  • Three (3) years of engineering experience working under a Professional Engineer 

 

 

Desired Experience:  

 

  • Engineering/Hydrology Intern
  • Background in hydrology and hydraulics (H&H)
  • Professional or academic use of HEC-RAS, HEC-HMS, HEC-ResSim, ArcGIS, RiverWare, Microsoft Office Suite (with an emphasis on Excel), and Power BI 

 

 

Required Education/Certification/License: 

 

  • Bachelor of Science (B.S.) degree in an applicable engineering discipline from an ABET accredited program OR B.S. degree in an applicable Hydrology discipline
  • Valid Texas driver’s license 

 

 

Desired Education/Certification/License:  

 

  • Engineer-in-Training (EIT) or Hydrologist-in-Training (HIT) 
  • Certified Floodplain Manager (CFM)

  • Work environment: While performing the duties of this job, the employee typically resides within an office or cubicle and will have field work that may expose the employee to weather conditions prevalent at the time. The employee must be able to work long hours under stress in flood situations.  This can include working on holidays, weekends, and overnight.
